The National Telecommunications and Information Administration (NTIA) announced changes to the $42.5 billion Broadband Equity, Access, and Deployment (BEAD) program on June 6, 2025, leaving states scrambling to gather new applications that meet updated criteria and begin their “Benefit of the Bargain” funding rounds.
The new rules leveled the playing field for different tech types, instead making any technology eligible as long as it will last at least 10 years and meets download speeds of at least 100Mbps and upload speeds of at least 20Mbps.
Secondary criteria included speed to deployment, speed of the network, and other technical considerations. Subgrantees that had already achieved preliminary or provisional status were eligible for extra points.
The new deadline for states to submit their proposals is Sept. 4, 2025. Because of the tight turnaround, most states are closing their application windows to applicants before the end of July.
Broadband offices in every state operate independently, so there’s no single source of application information. Here’s what we know, based on both publicly available information and communications sent directly to applicants and interested parties by state broadband officials. These updates detail, as far as possible, the BEAD Benefit of the Bargain funding round for each state.
Alabama
