After several months of declines, robocall volume for U.S. consumers rose to 3.8 billion in November, up from 3.3 billion in October, according to the Robocall Index report from YouMail.

The 3.3% jump from October was the first increase in seven months. Even with the increase, the November total was still down 18% from the same month in 2024. The report found that there were an average of 128.7 million robocalls per day and 1,490 robocalls per second, up 6.7% from October’s average of 120.6 million robocalls per day and 1,396 robocalls per second.

More than half (56%) of November’s robocalls were unwanted, up 4.5% from the previous month. November’s most annoying robocalls continue to involve various types of loans, particularly pre-approved debt relief offers, following the trend established earlier in the year.

These pre-approved loan campaigns result in hundreds of millions of robocalls every month, the report found. Blocking a number doesn’t help much, as each campaign originates from thousands of different numbers, including many toll-free numbers often making very few calls from each number.

On an annual basis, the volume of 2025 calls so far is essentially unchanged from the comparable year-ago period.

“We’d hoped for an eighth straight month of declining robocall volume, but instead saw a meaningful rise this month,” YouMail CEO Alex Quilici said in a prepared statement about the report.

“Progress feels like it’s two steps forward and one step back. The result is that we still have 3.8 billion robocalls hitting consumers, with the majority continuing to be scams or telemarketing calls. It’s more critical than ever that consumers protect themselves from scam calls.”

The November robocalls report marked a significant change from the trend shown in the October report. October’s 3.8 billion robocalls, marked a 7.7% decrease from September, and nearly a 24% drop from October of 2024.
