I'm referring to NECA tariffs that most rural telcos use. Verizon is not subject to these tariffs.

What tariffs would make this too costly? And if so, how is VZ offering it for $19.99? Is this just in certain regions of the country where there are different tariff costs?

Problem is - our hands are tied - tariffs make it too costly. Customers come out better buying a landline. It's not that we don't want to offer the service, but the current regulatory environment doesn't really allow it.

We offer it, but quietly. If a customer calls and asks, we'll provide it. But we don't market it.
