		<description>the question is, who is the vendor serving?  very often the vendor focus is on service to those who can pay or to those who live in areas of concentrated population.  the public need is for universal service, county-wide, state-wide, nation-wide. with the increasing amount of business and government information and services online, the need for universal service is intensifying. who does the vendor serve? how far is their service reach? at what cost is the service provided? Is it affordable? </description>
